The Virgin Islands Lottery began in 1978 and is regulated by the Virgin Islands Lottery Commission. The Commission oversees traditional lottery and video lottery.

Caribbean Lottery Services, the St. Croix-based subsidiary of Leeward Islands Lottery Holding Company, Inc. (LILHCo), which was acquired by GTECH in May 2004, is under contract with the Virgin Islands Lottery to run several games, including Powerball and Power Play.

In 1998, Southland Gaming of the Virgin Islands, Inc. (SGVI), was selected to operate the video lottery program. SGVI is the exclusive contractor for the placement and operation of VLTs and slot machines within various retail establishments, resorts and entertainment centers throughout St. Thomas and St. John.
